District outlines measurement, bidding timeline for 2024 referendum projects; limited summer security work planned

District staff told the Board of Education on Feb. 11 that measurement and verification work is under way for schools in the first group of the 2024 facilities referendum and that bid packages for design and bidding work will follow a multi-phase schedule.
The group 1 schools identified for measurement and verification are Lincoln, Jefferson, Wilson, Parker, Craig and the Educational Services Center. Staff said the process requires verifying existing blueprints, confirming room locations and utilities, and documenting any changes before finalizing design documents. That verification work is intended to make later bids more accurate.
Staff described the referendum work as phased. Officials said bid-package preparation for phase 1 is ongoing through 2025, with staff planning for bid packages related to the approved 2024 referendum to be issued in December 2025 and construction to begin in May–June 2026. Staff cautioned that internal naming of "bid package 1" in planning documents refers to design and measurement work now and may be confusing in public communications. The board was advised to expect a parameters resolution from the finance team to allow the district to lock in borrowing within a specified date window once market conditions are favorable.
District staff also said certain security upgrades at Parker and Craig high schools — funded from the district’s 2020 referendum dollars, not the 2024 package — are expected to move forward this spring with work to begin this summer. Presenters discussed an early interest-rate planning estimate of roughly 5.25 percent; staff said they expect to secure a lower rate and will work to minimize interest costs when the district goes to market.
No formal board action was taken on the parameters resolution at the Feb. 11 meeting; staff said the resolution will first be discussed with committee members before returning to the full board.
