Porta-potties and park cameras: Council members asked whether portable restrooms destroyed by vandalism last year should be replaced; the city manager said the council can prioritize and budget for them and that staff will return with cost numbers. Councilors and the sheriff credited a grant from Bonneville Communities That Care for helping secure surveillance cameras at parks; staff said cameras have reduced incidents at Lions Park and Romer Park.
Cell tower in Washington Terrace Elementary Park: Councilors discussed a recently installed cell tower that was camouflaged to resemble a tree. Staff said the city's ordinance requires carriers to exhaust siting on public property and that lease revenue from such sites goes to the general fund. The council asked staff to report back with the installation date.
RDA funds and Terrace Playhouse: Council discussed the status of the local RDA (redevelopment area) for the A and M building; staff said the RDA has expired but a small balance remains that could be applied to projects that increase taxable value. The Terrace Playhouse is considering a roughly $1,200,000 academy project; council members encouraged the applicant to assemble materials that could qualify for remaining RDA support.
AMI water pilot and secondary water meters: Staff said the advanced metering infrastructure (AMI) pilot is in beta and still experiencing bugs. Utilities staff are collecting a test group and council members asked that interested residents be added to the list; Heidi (utilities) is leading the public-test rollout. Council also discussed secondary-water providers and meter timelines: part of the city receives secondary water from Weaver Basin and part from Pineview; Pineview has been installing meters and other providers have metering timelines driven by state legislation, but staff did not give a full citywide schedule.
Terrace Days, vendors and small-business concerns: Councilors discussed offering discounted booth fees for local businesses at Terrace Days and asked staff to bring options for council consideration. A council member also relayed a small-business lease concern after a business left Riverdale and relocated to the city.
Central Weaver sewer tour and meeting schedule: Council members agreed to schedule a tour of the Central Weaver Sewer Improvement District plant; staff will propose Friday afternoons for tours. On scheduling, staff proposed canceling an April meeting and adding a replacement date; council members reviewed availability and asked staff to finalize dates and public notices.
Chickens and other operational notes: Staff reported three applications for backyard chickens; code compliance will check and report back. Public-works staff reported recent snow-plow operations and routine maintenance.
Several items generated direction to staff rather than immediate formal votes: staff will return cost estimates for porta-potties, confirm the cell-tower installation date and lease details, and work with applicants on potential RDA-eligible projects.
