City staff told the Airport Advisory Board that a previously released bid for airport electrical equipment and installation with Mesquite Electric has lapsed and that the vendor was checking availability of previously proposed components.
Staff reported the original bid was issued last spring and that Mesquite Electric said it might hold pricing but was reviewing equipment availability. The board discussed timing for a rebid and staff advised that issuing bids in April would better align with expected FAA funding and the city—s budget calendar.
The board discussed the practicalities of holding an expired bid versus rebidding. A board member recalled that in past cases the council has voted to extend bids before they expired, but when a bid has been out for a long time the board recommended rebidding to comply with procurement rules and to ensure accurate pricing. Staff said payments and project execution may occur after the July budget cycle.
No final decision to re-award or extend the expired bid was recorded in the advisory board meeting; staff recommended rebidding in April and coordinating the timing with council budget review so the council could confirm appropriation in the airport operating budget.
