Fairfield council adopts two zoning text amendments, approves conditional-use next steps for transmission-line project

The council approved Ordinance 2025-01 to amend the Light Industrial East zone's structure height to allow a 75-foot height for specified structures and Ordinance 2025-02 to consolidate and update permitted and conditional uses across AR zones (AR-1 through AR-40). Both measures passed on roll call votes.
Why it matters: The amendments change what industrial and agricultural-residential property owners may construct in the town and clear code inconsistencies that staff and the planning commission said were hindering permit review.
Details and council discussion: Wayne, the planning commissioner who delivered the planning commission's report, told the council the commission passed related text amendments and corrections for the Light Industrial West and AR zones and forwarded the Industrial East change for council action. "We went through and we've allowed all the uses that were in the light goes for the West zone, plus we added in a few things," Wayne said, describing a broader code cleanup and the insertion of definitions and standards the town lacked.
Council members reviewed a site plan attached to a conditional-use application for a solar project that shows proposed transmission-line corridors along the eastern property boundary. Adrian (project representative) explained the yellow corridor on the plan indicates the proposed transmission path to a substation and said coordination with Rocky Mountain Power and Pacific Corp is ongoing. The council asked staff to provide the applicant with the standard conditional-use documentation and conditions so construction permitting can proceed.
