Council updates: playground grant plans, water and EMS work, federal grant pauses and Community Impact Board outreach

Council members reported updates on multiple strategic projects, including a playground grant application, ongoing work with the Bluff Water Works strategic planning, EMS coordination with San Juan County, and federal grant developments affecting local projects.

Playground and community center: Council members said a playground committee recently met and is pursuing an Outdoor Recreation grant administered by the Utah Division of Natural Resources. Council members described a phased approach that would prioritize new playground equipment in an initial phase and reserve space for a later half‑court basketball pad. The grant requires a local match; council members said part of the match could be cash and part in‑kind contributions. The committee is also exploring arts‑based elements and potential Utah Arts Council partnerships to incorporate community arts projects in the playground redevelopment.

Waterworks and infrastructure: Council members reported continued work on Bluff Water Works strategic planning and said some funds may be shifted to pay for architectural work while other federal funds remain paused. The council also mentioned ongoing coordination with the design review committee and preparation for future contractor and architect engagement.

Emergency medical services (EMS) and fire: Council members described continued negotiations with San Juan County and other municipalities on EMS funding and operations. A reconstituted county team is working to refine run‑count data and cost allocations after members raised concerns about earlier data quality that could misallocate town charges. Council members encouraged local responders and residents to participate in an April work session to review detailed run data and help shape equitable cost shares. Members also said the town is focused on ensuring first responders have required equipment and that any future town contributions be distributed equitably among municipalities.

Federal and state grant programs: Councilors discussed the Efficiency Conservation Block Grant (EECBG) through the Utah Governor—s Office of Energy Development and said the town—s project had been temporarily paused at the federal level. Staff reported a new EPA project officer has been assigned and that the GOEO contact expects the EECBG pause to be short; staff scheduled follow‑up meetings to attempt to move projects forward. The town also is monitoring USDA and other federal funding sources for fire suppression and energy projects.

Community Impact Board (CIB): Staff said a CIB representative is scheduled to visit Bluff on March 18 to review the town—s CIB project inventory. Council members discussed priorities for the CIB list, including an ambulance and a backhoe, and asked staff to confirm whether a public hearing is required for CIB list changes. They also discussed practical considerations—such as equipment storage and maintenance—if the town seeks large equipment through CIB funding.

Next steps: committee members will continue grant coordination, staff will follow up with GOEO, EPA and USDA contacts on paused federal projects, the playground committee will refine the phase plan and match strategy, and staff will circulate a CIB inventory and the March 18 meeting notice.
