Castle Dale council approves account credits, adopts check policy, ratifies meter purchase; rebids garbage contract

The Castle Dale City Council on Feb. 13 voted to approve credits to two utility accounts after staff identified billing errors, adopted a policy to stop accepting checks from accounts with repeated returned checks, ratified the purchase of Itron meter-reading equipment and directed staff to rebid the town garbage collection contract.
The council approved two account adjustments after staff said the city had overcharged two properties because of data-entry or program errors. The first account, for 35 South 200 East, reflected an incorrect hookup classification and staff reported an overcharge totaling $911.03. The second account involved a duplicated charge that staff said produced an overcharge of $1,560 covering April 2024 through the remainder of 2024. Council members said the credits would be applied to the customers’ accounts, and the council amended the approval to authorize staff to issue a straight refund (a check) if the account holder prefers a payment rather than a credit.
Council also moved to adopt a return-check policy after staff reported “return offenders” with multiple checks returned for insufficient funds. Under the adopted policy, a customer with two returned checks will be added to a list and the city will no longer accept checks from that customer for city payments. Council members noted the city already charges a $50 returned-check fee; the new policy restricts future payment method eligibility.
On procurement, the council ratified the purchase of Itron meter-reading equipment at about $24,000 after staff reported earlier ordering and delayed vendor responsiveness. Council members voted to ratify the purchase as presented.
On garbage services, staff reported the existing contract contains inconsistent language about the contract term (the document alternately states five- and six-year terms and includes a multi-year payment schedule). Council voted to advertise and rebid the garbage collection contract, receive sealed bids for the March meeting and open them at the council meeting next month.
All motions listed above passed unanimously in roll call votes of five present council members.
