Council plans review of code of conduct and asks Planning & Zoning to revisit bylaws after tense county hearing

Councilmembers agreed to schedule a future work session to review Bluff’s code of conduct and the planning and zoning bylaws after several members said they found behavior at a recent San Juan County Planning & Zoning meeting unacceptable.
The council said the town generally enforces a three-minute public-comment limit and that moderators have intervened in past meetings when decorum declined. Members said they want clearer written policies for handling high-conflict public hearings and noted that law enforcement did not intervene in several instances at the county hearing, which council members found concerning. The code of conduct and rules of procedure documents are available on the town’s website and will be placed back on the council table for review in person.
Regarding the planning and zoning bylaws, councilmembers recommended that the planning and zoning commission itself first review its bylaws and report any suggested changes; the council will ask the commission to review those documents when it has capacity. Council members said they will bring the town’s code of conduct back for a focused work session in the coming months.
