Members emphasized distinguishing routine, recurring expenditures from one-off capital or project purchases; suggestions included giving building managers authority to approve facility-level purchases within limits and asking staff to return with a draft threshold policy.
Council directed Nelson and staff to draft a resolution and procurement thresholds for future consideration so routine administrative tasks can proceed without unnecessarily occupying council meeting time. No formal vote was taken.
