Warden Gordon Holland presented the Chester County Prison monthly operational report for January 2025 to the Board of Inspectors.
Holland reported an average daily inmate population of 651 in January 2025, compared with 686 in January 2024. He said there were 243 commitments and 267 discharges during the month and that 0 juveniles were housed. The correctional center (work-release style facility referenced separately) had a daily average population of 27 for January 2025.
Holland said central booking processed 125 arrestees during the month; of those, 78 were released on bail and 47 were committed. He reported nine inmates were transported to the State Correctional Institution (SCI) and there were 53 medical transports. He also reported one activation of the correctional emergency unit for noncompliant behavior.
Medical statistics Holland provided included 639 sick calls, 65 percent of the population on medical medications, 44 percent on psychotropic medications, 6 percent on suicide watch, 16 inmates currently in treatment at Norristown State Hospital and two inmates awaiting a bed there. The warden said the facility received four court orders for commitment during the month.
Program participation for January totaled 234 participants across programs Holland listed: Narcotics Anonymous, anger management, crime victims programming, drug and alcohol treatment, the E3 program, Inside Out, LinkedIn training, MAX609 (a new program for recycling car air conditioning refrigerant), maternal and child health, "1 Page at a Time" trauma-focused art therapy, Open Heart (budgeting/housing/savings), opioid workforce recovery, Stale Pathways and Thinking for a Change. Holland reported video conferencing for hearings (69 sessions) produced an estimated savings of about $16,900 for the month.
Holland also summarized staffing and training: no recruits at the Chester County Training Academy in January, but 11 graduated Feb. 10 and 11 were scheduled to start Feb. 24. He noted staff training included weapons qualifications, PREA training, nonsecurity key control, radio communications and FBI executive development coursework. He reported a net staff change of minus four employees as of Feb. 19, 2025.
The board asked clarifying questions about security measures, including replacement of razor ribbon and completion of camera-room work and panel wiring issues; Holland confirmed updates and ongoing work on the perimeter and camera systems.
