The Huntington Township Planning Commission voted Thursday to waive preliminary-plat procedures and to recommend conditional approval of a JVI land development plan, pending municipal engineering sign-offs and outside-agency permits.
The commission approved a motion to waive the preliminary plan and allow JVI to proceed with a combined preliminary/final review, then approved a separate recommendation to the Board of Supervisors for conditional approval of the JVI land development plan. The recommendation specified that approval be contingent on the consultant engineer's comments dated Feb. 20, 2025, and on issuance of necessary permits.
The developer's representatives said the outstanding municipal items are largely administrative or financial securities: final engineer sign-and-seal, owner notarizations, approval of the engineer's cost estimate for public improvements, and recording a stormwater BMP operations and maintenance agreement. The project team said two outside approvals remain: an HOP (Highway Occupancy Permit) and a recently revised MPDES/ NPDES permit that currently sits with the Adams County Conservation District for review. JVI's representative Roger Drake told the commission the HOP comments had been addressed and that he expected the conservation district review to determine whether state DEP review would be required.
"I want to thank you for all your cooperation during this entire process," Roger Drake said after the commission's vote.
Commissioners voted to send two items to the supervisors: (1) the waiver to allow preliminary/final processing of the JVI plan, and (2) a favorable, conditional recommendation to approve the land development plan when the municipal engineer's comments and required permits are satisfied. Both motions passed by voice vote.
The commission also asked staff and the engineer to confirm that the MPDES revisions and any conservation-district direction would not delay the local actions. Developers said the sediment-basin work to convert to the long-term stormwater control (MRC) is already underway and that, if the conservation district handles the MPDES review locally, final approvals could follow within about 60 days; if DEP review is required, the timeline could lengthen.
The commission's action moves the JVI plan to the supervisors with a formal recommendation but does not constitute final municipal land development approval until the supervisors act and the outstanding engineering and permitting items are resolved.
