Committee advances bill to extend statewide paid‑canvasser standards to local elections

Senate Bill 102, introduced by Senator Penzo to the Senate City, County & Local Affairs Committee, would extend the state's existing standards for paid canvassers to local paid canvassers.
Senator Penzo told the committee that Act 951, passed in 2021, established statewide standards for paid canvassers — including residency and criminal history requirements — and SB 102 would mirror those requirements at the local level. "The only thing I'll say is there's new language in 1 spot, and that is page 4, line 19," Penzo said, describing language that requires the petition signature section to be formatted as prescribed by the county clerk while preserving the same number of signature lines the secretary of state prescribes for statewide petitions.
The bill’s sponsor said the change is intended to create uniformity so that paid local canvassers follow the same standards as statewide petitioners, and to make forms familiar and consistent for canvassers who work on state and local petitions.
The committee approved the bill on a voice vote after no public opposition was recorded in the transcript.
