Delegation hears extension to allow alcohol-license transfers between districts

Delegate Dahlia Guyton asked the Baltimore County delegation to support House Bill 746, which would extend for three years a program authorizing the transfer of on-premise alcoholic beverage licenses from oversaturated districts to undersaturated districts, subject to approval by the Baltimore County Liquor Board.
Marta Harding of Diageo and Jack Milani of the Baltimore County Licensed Beverage Association testified in support and said the bill would carry forward the same terms and conditions as the 2022 law. Milani told the delegation that four of the five license transfers authorized under the prior legislation have been completed and that the fifth transfer was expected to be filed imminently.
Harding and Milani said industry stakeholders were discussing a narrow amendment to the bill that would be finalized in the coming days; the sponsor agreed to circulate amendment language to delegation staff so it can be posted for review. Delegates asked for information about which districts are oversaturated and undersaturated; Milani responded with examples from past practice and offered to meet with delegates to review detailed charts.
The delegation did not vote on the bill during the Feb. 7 hearing.
