Council declines to purchase gravel for Girl Scouts parking lot; cites lease responsibility

City staff presented a revised estimate of $750 for a delivered load of rock to cover the parking area; staff said the Girl Scouts had arranged for labor to spread the material. Staff noted the Girl Scouts’ lease requires them to maintain buildings and surrounding grounds at their own expense. "Based on that provision, I did not think that I had the authority to authorize any expenditure to that," staff said, while also noting council retains full authority over expenditures under lease agreements.
Council members discussed the site history, including a previous 2023 discussion about potentially transferring the property to the Girl Scouts or otherwise resolving the long‑standing relationship. Staff said the city had extended the lease and it now runs to 2027. Some council members expressed concern about raising the ground elevation with rock because of drainage near the building; others said the lot already contains asphalt and millings and recommended basic remediation such as mowing and grading before adding material.
A motion to take no action on purchasing the gravel carried on a voice vote. Council clarified that under the current lease the Girl Scouts are responsible for grounds maintenance; approving the purchase could create expectations of additional city expenditures for other maintenance needs.
No city funds were authorized for the gravel; staff noted the group could request assistance in other forms but that the lease places maintenance obligations on the tenant.
