Council authorizes purchase of radios, remote mics and encryption upgrades for public safety

The Xenia City Council approved Resolution 2025-009 on Feb. 17 authorizing the purchase of portable radios, remote speaker microphones and link-layer encryption upgrades for the city's fire, EMS and police divisions as part of a multi-year equipment replacement plan.
"We're requesting council's approval to continue replacement of our portable radios," Mr. Merriman said, describing the phased five-year replacement plan and noting that the radios being replaced were purchased in or before 2007. He stated the requested purchase would include "28 APX 6,000 XE ruggedized portable radios, 12 XE 500 remote speaker microphones, and 29 link layer encryption upgrades totaling 169,532.08 from Motorola Solutions Incorporated, again, through P and R Communications." He also cited the requirement to comply with the Ohio Multi Agency Radio Communication System (MARCS) deadline for encryption implementation and said agencies in Greene County are obligated under prior agreements to use the MARCS platform.
Council members asked brief questions about the replacement schedule and product interoperability. A council member asked whether the five-year plan accounted for future model updates; Merriman replied that the planned models are interoperable across years though later purchases will be evaluated for contemporary features and interoperability.
Councilor Brooks moved to authorize the purchase and Councilor Walker seconded. The roll call recorded aye votes (including Councilman Reynolds, Councilman Crawford, Councilman Croft, Councilman Walker, Councilwoman Stree, and the president announced "Aye. Motion carries."). The resolution on the record authorized the purchase as a sole-source vendor transaction through P & R Communications to procure Motorola equipment to maintain MARCS interoperability and meet encryption requirements.
Records on the transcript show prior related purchases: a Feb. 2023 purchase of approximately $136,000 and a Feb. 2024 purchase near $150,000, with this request described as the third of five planned replacement purchases.
