Kenai council amends land-use table to permit airports as principal use in airport light industrial zone

The Kenai City Council enacted Ordinance 3448-2025 on Feb. 5, changing the Kenai Municipal Code land-use table to allow airport operations as a principal permitted use in the airport light industrial zone.
City planning staff told the council the change corrects an apparent oversight in the existing land-use table. City Manager Lee Eubank said the ordinance would make operating the airport a principal permitted use rather than requiring a conditional use permit in the airport light industrial zone.
Vice Mayor Nackson moved to enact Ordinance 3448-2025; a second was recorded and the city clerk called the roll. The roll call recorded six "yes" votes and no "no" votes; the clerk announced "You have 6 yes votes. Ordinance number 3448 20 25 is enacted." The vote was recorded in the meeting minutes with attendees present and a quorum declared earlier in the meeting.
Why this matters: The change removes a procedural barrier that required a conditional use process to operate the airport in the zone designed for airport-related functions. City staff described the amendment as a correction that aligns the zoning table with the intended airport light industrial designation.
Looking ahead: Planning staff will proceed under the updated land-use table; any future airport development proposals will be evaluated under the new permitted-use status of airport operations in that zone.
