Staff said Scarborough had adopted utility‑scale solar standards in 2021 and that several large projects over 20 acres followed. The planning memo recommends requiring a decommissioning plan and financial assurance (a bond), specifying a 24‑hour contact and a backup contact posted on a sign at the facility entrance, and arranging for developer‑provided fire‑department training so local responders understand how to safely address incidents involving solar arrays.
Board members said they would review the materials; staff said the memo was provided as an initial resource and welcomed further direction from the board if it wanted to pursue ordinance changes specific to Caribou.
At the end of the packet staff included a city scam alert advising that the city will never request payment by wire transfer for application fees.
