Syracuse leaders ask Kosciusko commissioners for support on noncontiguous annexation bill; commissioners table request for review

Commissioners said the request raised many questions and that they wanted more detail before committing.
Commissioner responses emphasized the need to understand downsides as well as benefits. One commissioner noted past attempts and cautioned that changes allowing noncontiguous annexation can sometimes be used to reach higher-value tracts bypassing intervening properties; another commissioner suggested the town could pursue voluntary annexation west of Syracuse but town officials said property owners there declined annexation discussions. Commissioners asked county staff to consult with Kidco, the area planner and other stakeholders and prepare a recommendation; they voted to take the Syracuse request under advisement and table further action for the time being.
Why it matters: If the state changes annexation rules and Kosciusko County supports Syracuse’s request, the town could access developable land currently outside its contiguous boundaries. That would change how municipal services and tax benefits are apportioned and could shift taxable assessed value between jurisdictions.
What commissioners asked for: a fuller paper trail and analysis from county planning staff and regional partners on the legal mechanics, fiscal impacts on Kosciusko County tax base and potential effects on redevelopment/TIF boundaries. Syracuse representatives offered to provide documentation and said they would be available to assist staff research.
