Committee flags sculpture safety and lighting needs; Russell Diptych conduit damaged, quote requested

Members of the Portland Public Art Committee discussed safety and conservation priorities for several works, focusing on lighting and electrical repairs.

Committee members raised safety concerns about the Passing the Torch sculpture and a large boulder in the adjacent roundabout that they said lacks sufficient approach lighting. A committee member requested a lighting or traffic survey and suggested in-ground or low-mounted lights to improve visibility for drivers approaching from Brighton Avenue and Deering Center. Staff said municipal lighting is part of Public Works and identified Kevin Thomas as the municipal lighting supervisor to coordinate repairs and potential surveys.

Separately, staff reported that Casco Bay Electric technicians have inspected outages at the Russell Diptych site and found damaged conduit leading into the park, which may be linked to a recent sidewalk replacement. Staff requested an electrician's quote and will coordinate with the parks director to determine contributions and next steps; the conduit replacement needs may exceed a routine light-replacement budget.

Committee materials also show recent reductions from the public art fund to cover light replacements for the collection, including a sculpture light replacement for Passing the Torch and in-ground light purchases for Winslow Park and the Loring Memorial. Staff said this is part of the regular maintenance and conservation work the public art fund supports.

Committee members asked staff to contact municipal lighting and the parks department, obtain quotes for conduit repair and lighting surveys, and report back at the next meeting. No formal funding motions were made during this meeting.
