Council delays decision on Highland Terrace crosswalk; staff to return with cost estimate

Gardner City Councilors on June 4 took no action on a request for a crosswalk near Highland Terrace housing, asking staff to obtain estimates and return with cost and design information.
Public Works Director John Cameron told the council the state considers landing conditions when permitting crosswalks on State-Aid roads and that the site would require installation of a short sidewalk and ADA-compliant curb ramps ("tip downs") on the opposite side of the road where no sidewalk currently exists. "We would have to put a small sidewalk over there, make it ADA compliant with the tip downs on both sides," Cameron said; he said he expected an estimate by the end of the week.
Councilors expressed concern about liability if a crosswalk were installed without proper ADA-compliant landings. The mayor and staff said they would notify the residents who submitted the letter and bring the item back for council consideration once staff had a cost estimate and more information from Maine Department of Transportation (MDOT).
No formal motion was made; the council recorded "no action" and directed staff to follow up with an estimate and outreach to the petitioners.
