The Portland Public Art Committee confirmed work to advance a proposed public art gift sited adjacent to the India Street sidewalk, with staff saying a public access easement must be drafted before the project proceeds to city council.
Committee staff said the committee voted at its April 30 meeting to accept the gift from applicants Judy Kendrick and Jim Debasi. Because the parcel involves land managed by the Portland Water District, staff told the committee a public access easement will be drafted and coordinated with the utility before the matter is scheduled for council consideration.
Committee members were told city council review is required for any proposal to become part of the public art collection; following council action the Portland Water District board of trustees will make its own decision as the landowner. Staff expects to place the item on a July city council agenda and will update the committee at its next meeting.
The committee also reviewed the public art fund balance in the packet and heard that some fund reductions have been applied to pay for lighting work across the collection, although the committee did not take a new vote on funding during this meeting.
The committee did not take any new formal votes on the gift during this session; staff described the next administrative steps needed to carry the project to council review.
