Gardner council advances FY26 budget with staffing change; opts for reduced hiring (Option C)

Gardner City Councilors on June 4 debated four staffing-and-funding options for the FY26 budget and ultimately approved the budget with "Option C" incorporated, moving the budget to the formal first and second readings with public hearing dates set.
Finance Director Denise Brown summarized four alternatives: Option A would promote the current planning assistant to planning coordinator and add a full-time administrative specialist using TIF funds to offset general fund costs; Option B would promote and hire a part-time administrative specialist; Option C would promote the planning assistant to planning coordinator but remove the proposed administrative specialist and shift remaining differences between TIF and general fund; Option D would keep the current staffing and not add positions.
Brown said the Libby Hill and downtown TIFs had projected year-end balances sufficient to cover transfers under the proposed options. She told council a wastewater fund shortfall would require a 4% sewer rate increase under the current projection.
Councilors debated fiscal prudence and capacity. Councillor Tim Cusick and Councillor Veronica Babcock said they preferred a more conservative approach and supported Option C; Councillor Mark Cohen and others argued TIF funding exists to support economic development staffing and favored Option A. Councillor Cohen said the position aligns with city goals and would not immediately increase property taxes because it is funded from TIF balances.
After discussion, council voted to incorporate Option C into the FY26 budget and scheduled the required first reading (June 11) and second reading/public hearing (June 18). The council later approved the FY26 budget with Option C; council action on the budget was recorded with the required notices to be posted by the city clerk.
Officials said the promoted planning coordinator role will shift higher-level planning duties onto existing staff and that staff will reassign administrative tasks as needed. The council asked staff to return with detailed job descriptions and to track the use of TIF transfers if they fund portions of economic development staffing.
