Following an online auction, the Carbon County Board of Commissioners voted to award a 42-month electricity supply contract to Constellation New Energy at a price of $0.09723 per kilowatt-hour.
A procurement specialist working for the county described the electronic auction process to the board and said it included multiple suppliers and three contract-term options (36, 42 and 48 months). The specialist said FreePoint Energy submitted the lowest bid for one short-term option, while Constellation submitted the low bid for the 42-month term; the specialist recommended the 42-month award because it produced the lowest overall price in the final bid, the county already had a contract form on file with Constellation, and the incumbent had offered separately to waive a June capacity charge of about $2,400 (that waiver was not included in the auction comparison but could affect final cost).
The consultant said the final contract would start with the July metering date and that the county planned to complete electronic signature on the contract within the hour. Commissioners amended the agenda to add the award item and then voted to accept the 42-month proposal from Constellation New Energy at 0.09723/kWh.
Commissioners and staff discussed market uncertainty caused by capacity and transmission pressures and noted that the county had run an initial test bid before the final auction to assess supplier participation and pricing. The procurement specialist described heavy supplier participation and said market timing and participation made the results representative of available offers.
The board asked staff to finalize contract paperwork and proceed with esignature once legal review and the contract form were in order; staff said they would update the contract signature block to reflect current signatories and complete esignature in the meeting window.
The board also ratified a prior letter of representation authorizing Apollo Edison through Ingram Engineering to conduct the online electric auction.
