The Hurricane City Planning Commission recommended approval of a zone change for a parcel near 3700 West Bash Parkway from residential (R-1-8) to Public Facility after representatives said the site is needed for a utility substation.
Carl Rasmussen, representing the applicant Western Mortgage & Realty Company, told the commission the parcel was not previously identified for a substation because the exact equipment siting was not known during the general-plan review. “Nobody knew where to put the substation when we did the original plan. Now they know where the DC power wants the substation,” Rasmussen said.
Staff said the request is straightforward given the infrastructure need and recommended approval subject to standard staff and Joint Utilities Committee comments. Commissioners asked only brief procedural questions and moved to recommend approval to the City Council. The motion passed unanimously.
The commission’s recommendation will be forwarded to the City Council for final action. Staff noted that any required JUC conditions — such as access, grading or utility easements — must be resolved during the permitting process prior to construction of the substation.
