Commission approves city installation of library parcel locker and book return at Woolsey Washington School

The Huron City Commission on June 16 approved a request for city employees to install a library parcel locker and a book return at Woolsey Washington School to expand library access for residents in the Woolsey neighborhood.

Angela Bailey, representing the library, said the parcel locker has 16 mailboxes that patrons would reserve; the library would deliver items and patrons would use a key to pick them up. "The parcel locker has 16 mailboxes. So we'll have, keys that we'll check out... and then also have a return slot for anyone in the community to return books," Bailey said.

Staff and commissioners discussed delivery logistics and liability. Bailey said initial deliveries would be twice a month, with People's Transit — which already serves Woolsey daily with Meals on Wheels — offering a possible transportation partnership. She said the library currently delivers to the senior center and that the Woolsey locker would be an addition.

Commissioners asked about an authorization or written agreement with the school and insurance/liability for potential damage. Bailey said she obtained the lockers through government surplus for about $360 for two; she estimated a new replacement would cost about $2,200. Commissioners indicated the city would pursue an authorization from the school and consult attorneys as needed before final placement. Bailey noted the boxes are intended for library materials only; the library would own the equipment.

Commission action and vote: The commission approved the installation by roll call: Smith — aye; Clute — aye; Bragg — aye; Harvey — aye; Mayor Robich — aye.

Practical details discussed included securing the lockers with bolts (the presenter said four bolts for the mailbox and two bolts for the return), placing the lockers on the school sidewalk to avoid dirt parking areas, and the potential to explore other community locations if the school does not authorize placement.
