Assembly adopts resolution recognizing Animal Rights Awareness Week

The California State Assembly on May 29 adopted House Resolution 45 recognizing Animal Rights Awareness Week and highlighting nonprofit and community efforts on animal welfare.
Assemblymember Castillo, the author of HR 45, described local groups that rescue cats and kittens from euthanasia lists and noted the role of trap-neuter-return programs in reducing feral cat overpopulation. Castillo cited organizations including Sierra Pacific Fur Babies and noted that the Assembly had seen a number of animal welfare bills recently authored and enacted by advocacy groups.
The clerk opened a roll for coauthors and reported 55 coauthors prior to a voice vote to adopt the resolution. Castillo introduced David Loupe, president of the Southern California division of Sierra Pacific Fur Babies, who was present in the gallery. Castillo said the organization rescues animals from shelters and promotes spay-and-neuter practices.
HR 45 is a nonbinding chamber resolution recognizing the work of animal welfare groups and encouraging awareness during the observance week. The resolution does not appropriate funds or change state programs.
