The Wellsville City Council on June 4 voted to accept two separate annexation petitions and begin the formal review process. The council accepted a petition from Jason and Charlotte Blackham for 50.709 acres on the northwest corner of Wellsville, and a petition from Ricky and Stephanie Lindley for 10.97 acres on the southwest corner of Wellsville.
Charlotte Blackham told the council the Blackhams bought the property as an investment and are working with a local church that has expressed interest in a roughly 5.5-acre site on the upper portion of the parcel. Charlotte said they do not plan a subdivision until decisions about canal operations are resolved and that the church is the immediate prospective use for part of the land. Scott (staff) said the parcel is inside the city’s annexation area and that accepting the petition “starts the ball rolling” to confirm statutory criteria and schedule a public hearing.
On the Lindley petition, staff said a portion of the Lindley barnyard is already inside the city and the petition would bring the remainder (about 10.97 acres) into the corporate limits. Council members made motions to accept both petitions; each motion passed with the council voting “all in favor.” Staff said the accepted petitions will be checked for statutory compliance and each matter will proceed to public hearing and further review.
The council referenced a resolution (accepting the petition) in the meeting paperwork; council action to accept the petitions initiates the legal/administrative annexation review, not automatic annexation or development approvals.
