District staff said the City of Elk Grove asked the district to terminate principles of agreement for serving the southeast policy area, and that request — not a broader policy change — prompted discussion during the board’s consent vote. "What was confused with that is that it's somehow related to our Harvest Water program, and it is not related to our Harvest Water program," said Christophe, identified in the meeting as district staff, clarifying the distinction.
The clarification came after the item was placed on the consent calendar. Board members discussed whether the public had misinterpreted recent media coverage linking the decision to the Harvest Water initiative. Staff said the Harvest Water program remains funded and continues in a different service area with different customers.
Board action: The consent calendar, including the termination for the Elk Grove southeast policy area, was moved and seconded and passed unanimously by the members present.
Why it matters: The district and the city have an ongoing partnership on recycled water delivery; staff said the termination affects only the particular southeast neighborhood that the city chose not to serve. Recycled-water service to other Elk Grove areas and existing recycled-water customers in the city will continue under current agreements.
