County awards retention-pond mowing contract for south section at $4,557 per mow

Darren Baker, buyer in the purchasing department, recommended awarding PUR 1746 Section B (South) for retention-pond mowing to Young's Lawn Service LLC of Hagerstown for a total lump-sum bid price of $4,557 per mow.
Joshua Trot, stormwater technician, said the mowing cycle is expected every three to four weeks but quantities may vary based on site conditions; the contractor must use a GIS tracking application to document each mowing and must collect and properly dispose of trash and debris at each pond.
Baker said four bids were received following solicitation; the two-year contract will begin July 1, 2025, with an option for the county to renew for up to three additional one-year periods. Funding for the service was confirmed as available in the department’s operating budget. Baker told the board the county maintains about 106 residential ponds (not including private ponds).
A motion to approve the award passed by voice vote recorded as 5–0.
