County awards grounds-chemicals contract; two tied items decided by lot

Karen Baitner, buyer in the purchasing department, recommended awarding PUR 17-36 for grounds-maintenance chemicals to the lowest responsive, responsible bidders listed on the bid tabulation summary. The contract covers chemicals used by Black Rock Golf Course, the County Highway Department and the Department of Water Quality; the City of Hagerstown may also use the contract.
Baitner said 34 parties downloaded the bid, six bids were received, and 29 chemicals were listed on the bid tabulation. The contract term is one year, tentatively July 1, 2025, through June 30, 2026, with funding available in departmental operating accounts.
Two items produced tie bids (item 2, Enclave; item 24, Signature Extra Stress Guard). The policy manual requires tied bids be decided by drawing lots in public. The board conducted the lot drawings; the public winners recorded in the transcript are Nutrien Ag Solutions for item 2 and Genesis Turquoise for item 24.
Commissioners noted overall product savings: Baitner told the board that 20 of 29 items are priced lower than last year. A motion to award the contract as tabulated was approved by voice vote recorded as 5–0.
