County records award to WGL Energy for natural gas supply under cooperative purchase

Brandy Kentner, director of purchasing, and Andrew Ashelman, director of public works, updated the Board that a cooperative solicitation led by Washington County Public Schools resulted in an award to WGL Energy Services (Vienna, Virginia) for natural gas supply services.
Ashelman said the selected option is a guaranteed fixed burner-tip price for 60 months, tentatively beginning July 1, at $0.5431 per therm. The cooperative solicitation included Washington County government, Washington County Public Schools and Washington County Volunteer Fire & Rescue Association; each participant will make its own award to the successful bidder.
Staff told commissioners the 60-month option was chosen based on market trends, price consistency, and consultant recommendations from CUI Associates. Bids were opened May 14, 2025, and funding for individual departments has been budgeted in FY26. The board recorded concurrence with the award for the public record; staff stated the contract had already been approved in open session following the bid opening.
