The Tamworth Select Board voted June 10 to issue a request for proposals (RFP) to hire an engineering firm to provide technical design assistance and prepare bid-ready documents for a potential recycling building. The board also scheduled a public hearing for June 24 on proposed changes to brush disposal, including fees and the option of controlled brush burning.
Town staff said Sanborn Head, the firm that completed prior schematic work, requested more time to prepare a contract amendment; the board directed staff to publish an RFP so the town can consider Sanborn Head’s proposal and other firms simultaneously. The RFP will ask firms to describe prior similar work, identify key staff and hourly rates, and state whether they can provide a not-to-exceed price for the scope of design assistance.
Board members discussed timing: the town wants preliminary design and bidding-ready documents in time to determine if construction can proceed and funds be committed before year end. Staff said the goal is to know by the end of the year whether the town will proceed to build.
On brush disposal, the board agreed to schedule a public hearing to consider fees and operational options, including supervised burning. Town staff reported the fire chief said controlled burning could be done on-site in a lower area of the transfer station, but the town would likely need to pay the fire department for oversight. Possible fee levels were discussed (the board referenced a proposed $20 fee to help cover department costs), and members asked staff to propose specific fees to include in the public notice. The RSA requires at least one week’s notice before such hearings; the hearing will be held at the board’s next meeting on June 24.
The board voted to issue the RFP and to schedule the public hearing. No final decision on construction or brush fee levels was made at the meeting; staff will return with proposals and bids for board consideration.
