The Taneytown mayor and city council on June 9 adopted Resolution 2025‑14 to standardize terms for boards and commissions, institute a designated August 1 start date for terms, and bar simultaneous service on more than one board or commission (ex officio seats excepted).
The resolution also adds a holdover provision and directs the mayor and city clerk to make “all attempts” to fill vacancies or expired terms within 120 days. Council members discussed implementation details including a public roster and online posting so prospective volunteers can see when vacancies occur. “If anybody who’s interested in knowing when a seat might be coming available… can we make sure that’s, like, on the website?” asked Councilmember Nick during discussion; staff and the mayor said they would post a publicly available roster and consider clearer labeling of the volunteer section on the city website.
The resolution clarifies that when a person is appointed mid-term they fill the remainder of that seat’s designated term rather than starting a new full term, restoring the staggered structure that had drifted over recent years, staff said. The measure is intended to increase transparency and regularize appointment cycles across commissions such as planning and zoning, parks and recreation and others.
Councilmembers debated the sitting-member effects of the reset and asked staff to publish current expiration dates for incumbents so volunteers understand how the changes apply. Staff agreed to place a roster and application information on the city website and to work through any reappointment requests in the months ahead.
