Professional services agreement with RSP and Associates: The board moved to enter a professional services agreement with RSP and Associates for an enrollment projection and capacity study to inform possible future facility or bond decisions. The cost presented was $19,500 for both reports; staff said the firm would analyze district and surrounding-area development and projected student yield and aimed to deliver results by about Aug. 1 if approved.

Revenue-neutral notice: Under Kansas law the district must notify the county by June 15 if it wishes to consider exceeding the revenue-neutral rate. The board considered two competing motions: one to not send notice (motion failed in an earlier roll call) and a later motion to send notice.
Motion to send notice to the county that the district may exceed the revenue-neutral rate: The board recorded member votes during roll call. The tally recorded in the meeting followed members' individual votes and the board discussed the tradeoffs including projected increases in insurance and personnel costs and the need to firm up a final budget in August. Workers' compensation and property/casualty insurance: Board staff reported sharply higher property/casualty insurance premiums and large loss ratios with the district's incumbent insurer (EMC). Staff said EMC indicated the district's premium would rise more than $200,000 and roof deductibles could move to 5% of building value; staff advised a special meeting to review final market quotes before July 1. Separately, the board approved a KASB workers' compensation insurance bid that staff said offered a lower premium than the incumbent provider's renewal; the net premium recorded for the selected bid was $162,005.84.
Other formal actions: The board approved updated ASB policies and a set of district handbooks (with an instruction to incorporate newly adopted policy language into handbook copies), and approved a motion to hold a special meeting on June 20 at noon to consider property/casualty insurance quotes.
Several procedural motions were also recorded (approval of an agenda amendment to add an executive session item; multiple executive-session votes). The board scheduled its next regular meeting for July 14, 2025.
