Council defers permanent trail lighting and parking improvements in Burgess Meadows until Phase 3

The Cleburne City Council voted unanimously to approve a minor Planned Development (PD) amendment for Burgess Meadows that defers installation of a permanent trail with decorative lighting and the permanent surfacing of a parking area until Phase 3 of the development.
City staff said the PD covers about 180 acres on the east side of North Main Street between Vaughn and Burgess streets and includes 483 single-family lots, approximately 50 acres of open space and one multifamily tract. The applicant had installed a temporary trail and temporary parking material but requested the permanent trail lighting and parking surfacing be deferred until Phase 3.
"Under the current ordinance, the city cannot accept the Phase 2 infrastructure until all amenities are completed," staff explained, noting that the temporary trail lacked the required lighting and the PD does not specify parking surfacing standards (so base code requiring concrete or asphalt would apply). Staff said the request is consistent with the long-term amenity plan and does not change density or development character.
Council approved the deferral with two conditions: that the permanent trail lighting be decorative and match required residential lighting, and that the parking area be constructed to city standards (concrete or asphalt). The motion was made by Derek Weathers and seconded by Oliver Cosby; the motion carried unanimously.
The council noted staff could have handled the request administratively but presented it publicly because the amenities are visible to the public.
