Morgan council hears ADU and infrastructure updates; West Young Street delayed to replace aging water services

Ty, a council member, said staff is revising the city's accessory dwelling unit (ADU) ordinance so the rules apply by lot size rather than only by zoning band. The proposed change is intended to allow ADUs on lots that exceed minimum lot-size thresholds even if the property's zone has more restrictive language; the planning commission will receive the revision and forward a recommendation to the council if one is made.
Staff also reported a delay on the West Young Street project after crews uncovered older water services and a recently replaced but damaged water line on an adjacent road. Workers found a water service that appeared to be about 60 years old; staff said they will replace affected services and relocate some water meters into a new park strip to avoid cutting into newly paved surfaces. The added work will be paid from the water budget, city staff said.
Council members said the city has completed a high-school-led graffiti-paint-over project under the bridge and is soliciting bids to install cameras as a longer-term deterrent. Staff noted mounting the cameras will require additional internet and pole-mount work because the existing decorative streetlight poles are not set up for easy camera attachment.
Councilmember Tony raised aesthetic and code-compliance complaints about the frontage of the Comfort Inn on Commercial Street, saying the property's appearance detracts from the city's beautification efforts; staff noted code-enforcement options are available. Council members also discussed recent confusion over staggered recycling pickups and said the schedule should resolve this week.
No ordinance changes or contracts were approved at the meeting; council members said they would route the ADU revision through the planning commission and proceed with the water-service replacements under the water budget.
