Danvers planning board outlines fall schedule to revisit lighting bylaw after town meeting feedback

The Town of Danvers Planning Board said it will reopen informal discussions this fall on a proposed lighting bylaw that was referred back to the board from Town Meeting earlier this year.
Staff said the February town meeting vote sent the draft lighting bylaw back to the Planning Board for further work after concerns were raised on the Town Meeting floor about residential requirements, fixture heights, uplighting and motion‑sensor lights. Planning staff plans to present the current proposed language to the board in September or October to solicit specific feedback, then open a public hearing in late fall or winter. The board would move the bylaw toward a Town Meeting vote, tentatively targeted for February 2026, if revisions are adopted.
Board members asked for a clear summary of the feedback that led Town Meeting to refer the draft back, and requested staff reach out directly to people who submitted comments so they can present concerns at future board meetings. Member Tim Spittle urged staff to ensure comments are summarized and reflected in the revised draft. Member Jim Sears stressed the importance of allowing sufficient discussion before the Town Meeting vote.
Morris said the planning office received at least one letter and had public comment at prior hearings; he recommended inviting those commenters to the board’s fall meetings. The board did not vote on language at this meeting.
