Cole County Commission approves filling vacant equipment-operator position in public works

The Cole County Commission voted June 10 to advertise and fill a long-vacant equipment-operator (mower) position in the county public works (road and bridge) division.

Commissioners were presented with a staffing briefing from public works staff explaining that the mower/operator position has been vacant for an extended period and that the department has been operating short-staffed for several years. The staff presentation said the vacancy reduces capacity for routine mowing, brush trimming, pipe replacement and other road maintenance and noted the position is included in the current budget.

Public works staff described operational impacts: the department is short one full-time equivalent on the maintenance crew, has shifted engineering staff to cover snow routes in recent years and has no dedicated bridge-maintenance crew. Staff said some roads recently receiving overlays required pipe replacements, increasing workload, and argued that filling the mower/operator job now will help with routine pavement and gravel-road maintenance as well as preparation for the coming snow season.

Commission discussion touched on hiring timing and budget constraints. One commissioner said sales- and property-tax receipts appear higher than budgeted and that the position is budgeted; another commissioner expressed caution about adding permanent staff without reviewing longer-term revenue trends. Staff replied that the position is funded in the adopted budget and emphasized the difficulty of hiring for the specialized mower/operator role.

After discussion, the commission approved a motion to move forward with advertising and filling the vacant position. The vote was taken by voice and recorded as unanimous: “Aye.”

The commission did not adopt any additional changes to staffing levels or create a new bridge-maintenance crew; staff said adding more positions would require separate budget authority.
