MPO adopts 2026-2030 TIP, approves two CTD grants and approves executive director travel

At its June 5 meeting the Hernando-Citrus MPO Board unanimously adopted the fiscal year 2026-2030 Transportation Improvement Program, approved two transportation-disadvantaged grant award resolutions for Citrus and Hernando counties, and authorized MPO executive director travel to the AMPO conference in Rhode Island.
The Hernando-Citrus Metropolitan Planning Organization Board on June 5 adopted its fiscal year 2026-2030 Transportation Improvement Program and approved a set of administrative grants and travel authorizations in unanimous votes.
The board adopted the draft Transportation Improvement Program (TIP) by roll call. MPO staff said the TIP totals $1,230,440,230 and reflects projects from the MPO's 2050 Long Range Transportation Plan; a 30-day public comment period had run from May 5 through the public hearing held on June 5. Commissioner Steve Champion moved to adopt the TIP and Commissioner Jeff Kennard seconded; the roll call recorded seven ayes and the motion passed. The roll call responses recorded by staff were: Vice Chair Brian Hawkins, "Aye"; Commissioner Jerry Campbell, "Aye"; Commissioner Olako, "Aye"; Commissioner Steve Champion, "Aye"; Commissioner Jeff Kennard, "Aye"; Council member Robert Holmes, "Aye"; and Council member Gene Davis, "Aye." The board authorized the MPO chair to sign the endorsement page and staff to submit the TIP to the Florida Department of Transportation for inclusion in the State Transportation Improvement Program (STIP).
The board also approved two resolutions to accept Fiscal Year 2026 grant awards from the Florida Commission for the Transportation Disadvantaged (CTD). Staff reported CTD allocations of $26,447 for Citrus County and $27,440 for Hernando County, with no local match required and reimbursement upon invoicing. The board approved Resolution 2025-3 (Citrus County) and Resolution 2025-4 (Hernando County) on a motion from Commissioner Kennard with a second from Commissioner Champion; the votes were unanimous.
Separately, the board approved a request for the MPO executive director to attend the Association of Metropolitan Planning Organizations (AMPO) conference in Rhode Island in September. Commissioner Champion moved and Commissioner Kennard seconded the travel authorization; the motion passed unanimously.
Earlier, the board also approved a modification of the agenda and the minutes of the May 1, 2025 meeting by unanimous votes. The meeting adjourned at 2:34 p.m.
