County approves budget certification to allow a one-time payroll review contract with Trion Solutions

Arthur Walker, procurement director for Management and Budget, told the committee the engagement would review payroll transactions processed through the county's Oracle system for the last six months of 2024, check compliance with rules that govern 17 collective-bargaining agreements and correct any errors the vendor identifies. Walker said Trion would also make corrections where problems are found.
Commissioners pressed for clarity on amounts. The adjustment on the record certified $170,000 in general-fund balance dollars and included a $100,000 reallocation within non-departmental spending to create the necessary appropriation. On the record, procurement staff said the contract that will be presented for Trion Solutions is larger than the certified amount; when asked the procurement director said the forthcoming contract value for Trion would be $485,000, and staff said the committee authorization would allow the county to enter a contract and proceed with a short-term engagement.
Commissioners asked whether the engagement would be one-time; procurement staff and presenters said the intent is a single, short-term review and correction engagement. The committee approved the adjustment after reconsideration and the motion carried.
