Department staff told the board the procurement followed the public‑private selection process authorized under Indiana Code chapter 5‑23. The Department of Public Works and the city purchasing division issued RFP 14 DPW‑1675 on Feb. 24, 2025; six proposals were received and the statute’s negotiation steps were followed, the staff report said. The engineering division recommended Eagle Valley Inc. as the best‑scoring proposer. The Office of Minority and Women Business Development (OMWBD) reviewed Eagle Valley’s submission and approved the proposer’s plan to submit required participation documentation to OMWBD.
The board opened a public hearing and asked if any members of the public wished to speak; after receiving none the board closed the hearing and moved to act. The motion to award the public‑private partnership to Eagle Valley was moved by Edith Redmond and seconded by Susie Corte; the board voiced its approval and the motion carried.
Under the agreement, Eagle Valley will be responsible for construction of the listed drainage improvements. The department did not provide a construction schedule or contract not‑to‑exceed amount in the staff presentation; the RFP and statutory procurement steps were referenced as the legal basis for the award (IC 5‑23‑8‑1 and IC 5‑23‑5‑1). The Office of Minority and Women Business Development will receive follow‑up documentation of contractor participation goals, the department said.
Board members did not record substantive public opposition during the hearing. No precise project budget, anticipated start date or substantial completion date were stated during the presentation.
