Culpeper council adopts FY2026 budget, rate increases, conduit franchise and related measures

The Culpeper Town Council approved a package of budget, rate and administrative measures, and granted a 20-year telecommunications conduit franchise to Summit IG, LLC during the meeting.

On a separate ordinance vote, council adopted uncodified ordinance 02025003 granting a telecommunications conduit facilities construction franchise to Summit IG, LLC for up to approximately 24,000 linear feet inside the corporate limits for a 20-year term. Staff estimated annual revenue at full buildout could be as much as $36,000 under the agreement.
