Clay County opens public comment on $1.06M CDBG annual action plan; draft shifts more to infrastructure

Clay County held a public hearing Tuesday to invite comment on the draft annual action plan for the county's Community Development Block Grant (CDBG) allocation for federal fiscal year 2025.
Grants staff said the county's 2025 allocation is $1,060,250 in entitlement CDBG funds. The draft action plan currently proposes $760,250 for public infrastructure projects, $150,000 for housing rehabilitation, and $150,000 for administrative costs. Megan Covey said the county has shifted additional funding into public infrastructure in this draft based on prior public feedback.
The public comment period opened June 1 and runs through June 30. Staff listed in-person public meetings that are part of the citizen-participation plan: a meeting in Keystone Heights (held June 9), a session Thursday, June 12 at 6 p.m. at the Middleburg Public Library, and an in-person meeting June 23 at 6 p.m. at the Orange Park Public Library. Members of the public may also submit written comment by email to cdbg@claycountygov.com or deliver comments to the grants office at 420 College Drive, Suite 107.
No members of the public spoke at Tuesday's meeting during the hearing. Staff said they plan to return to the board with a final draft for adoption at the July 8 meeting.
