CFO reports remaining ARP and ERA funds; commissioners press staff on spending deadlines

McNabb told the committee ARP tranche 1 has approximately $171,818 remaining, with small balances left in food and security, the district accounts and a care‑and‑conserve line. "So that's what's left in ARP," she said while showing the ARP tranche 1 printout. McNabb said ARP tranche 2 has $45,000 remaining in State Court Division A, which the packet described as funds for courtroom improvements.
On ERA, McNabb reported the county received almost $49,000,720.72 and listed total expenditures of $19,000,002.82, with a remaining balance shown in the packet as $5,000,004.37; about $407,000 of that remaining balance was noted as committed and $5,000,000 identified as affordable housing assistance that is not yet available for spending. McNabb and staff explained accessing the $5,000,000 affordable housing assistance requires spending 75% of the total amount first.
Commissioners pressed staff to clarify deadlines for subrecipients and internal closeout timetables. A county staff member confirmed an internal deadline of Sept. 30 (year not specified in the packet excerpt shown during the meeting) to submit documentation to close internal books, and commissioners requested the finance office update the printed reports to show both grant deadlines and the county's internal deadlines. Commissioner Long Spears asked staff to put the internal deadline on the ARP documents and said he wanted staff to notify subrecipients to speed spending and documentation.
Committee members also recalled a prior commission vote to commit $2,000,000 from affordable housing funds to the Willow Branch Apartments revitalization; committee members said that award was confirmed and that further affordable housing funding remains under discussion.
McNabb told commissioners that some agenda items tied to the reports would be held for the committee's special call meeting next Monday to allow additional time for discussion and documentation. The committee took no formal vote on the financial reports themselves during the meeting.
