The Washington City Land Use Authority on June 4 approved the preliminary plat for Zion Shores at Alaya, a mixed product subdivision in Villages 27 and 28 that includes 22 townhome units, 43 single-family lots and an 8.3-acre water feature with surf amenities.
Staff said the subdivision conforms to the approved PCD zoning; townhome garages will have two-car garages and 20-foot driveways and the proposal includes visitor parking. Parcel A is shown as common area and includes the swim lagoon and surf machines.
Public commenters raised questions about the larger Alaya development's unfinished park (Section 5) and requested clarity about whether lakes and amenities would remain accessible to homeowners. Residents also expressed concern about increased traffic from greater density. Development team members and the applicant said a master plan and budget are in place to complete landscaping and park elements, and said phasing and a timeline are being finalized.
Commissioner Jason Anderson moved to approve the preliminary plat consistent with staff findings and conditions; Commissioner Davis seconded. The motion passed 3-0.
