The Washington City Land Use Authority unanimously approved the preliminary plat for the Breakwater at Alaya subdivision, a 22-lot proposal covering about 5.26 acres within Village 4 of the Alaya planned community development (PCD).
Staff said the proposal conforms to the approved PCD zoning and meets subdivision requirements; staff recommended approval with conditions. Public commenters stressed broader concerns about unfinished landscaping and road/erosion maintenance across parts of the larger Alaya development. Brandy Walker, civil-engineering representative for the applicant, said the developer has a master landscape plan and committed that site-wide landscape and corridor improvements would be completed as part of a multi-stage program.
Commissioner Richard Davis moved to approve the preliminary plat in accordance with staff recommendations; Commissioner Jason Anderson seconded. The vote was 3-0 in favor.
