Planning Commission recommends approval of Heritage Fields rezoning and open-space set-aside

The Washington City Planning Commission on June 4 voted to recommend approval of Z-25-12, a zone-change request for about 13.69 acres near Heritage Fields Drive and 1410 South. The application proposes to rezone the property from AG-20 to a combination of AG-5 (RA-5), RA-1 and Open Space.
Staff said the proposal would convert 5.11 acres to RA-1 residential, set 1.68 acres aside as open space along an existing wash and retain about 6.91 acres of agricultural use on the east side. Staff noted the open-space alignment follows an erosion-control wall and that the wash and flood-hazard concerns will be addressed during the pre-plat process. Staff recommended the commission forward approval to City Council.
During the public hearing the applicant, Mrs. Debenham, said she and her family grew up in the area and expressed a willingness to consider donating river-adjacent land to the city to allow public access and maintenance. Commissioner Jason Anderson moved to recommend approval with the findings in staff's report; Commissioner Richard Davis seconded. The motion passed unanimously and will be forwarded to City Council.
The rezoning includes provisions that will be further refined at the plat stage, including trail connections and flood-hazard mitigation. The City Council will make the final decision on the zoning map amendment.
