The Washington City Planning Commission on June 4 recommended denial of Z-25-14, a request to rezone about 4.51 acres at 1902 East Washington Dam Road from RA-5 (agricultural/residential) to I-1 (light industrial).
Staff presented the application and said the city's general plan indicates industrial land use at the site and that the I-1 designation would allow uses such as storage yards, warehousing, light manufacturing and wholesaling. Staff recommended the commission forward approval to City Council. The applicant is listed as Russ Robinson and Lila Jessup.
Commissioners focused their discussion on an existing house on the parcel and the property's only vehicular access, a private flag drive from 1900 East. Commissioner Jason Anderson said the residence and private access raise long-term compatibility concerns and moved to recommend denial. Commissioner Davis seconded the motion; Commissioner Bullock voiced similar concerns about spot zoning. The motion to recommend denial passed 3-0, and the file will go to City Council with that recommendation.
The decision by the Planning Commission is advisory; City Council will make the final decision. Staff noted that if a future developer subdivides the parcel, additional public-access and road-width requirements would apply at the plat stage.
