The presenter said the county ran bids for three terms (36, 42 and 48 months) and that the 42-month offer from Constellation was lowest. “We ran an online bidder auction for the electricity supply contract,” the presenter said, summarizing the procurement process.
The recommendation reflected both price and contract readiness: the county already has an existing contract form with Constellation that staff said would require less additional legal review than the alternative supplier’s agreement. The presenter also noted a related, separate request under consideration by the supplier to waive a June capacity charge of about $2,400; staff said that waiver was not guaranteed and would be handled outside the bidding process.
Before the award, the board ratified a letter authorizing Apollo Edison, working with Ingram Engineering, to run the online electricity auction. After the presentation, a commissioner moved to award the 42-month contract to Constellation New Energy; the motion was seconded and approved by the board. Commissioners recorded their votes in the meeting minutes as: Commissioner Arner — yes; Commissioner Notestein — yes; Commissioner Safranco — yes.
County staff said the contract would start with the July metering date and that the finalized contract would be executed via e-signature once final paperwork was updated with the correct signer. Staff also credited county staff members who supported the procurement and supplier interaction.
The board’s action: award the electric supply contract (42 months) to Constellation New Energy at $0.09723/kWh and ratify the auction authorization to Apollo Edison/Ingram Engineering. The board instructed staff to finalize contract paperwork and proceed with execution.
