Sacramento County reports $19.2 million in 2024 housing funds, cites partnership targets met early

Sacramento Housing and Redevelopment Agency on June 3 briefed the Board on the 2024 annual report for the County Housing Trust Fund, Affordable Housing Ordinance, HOME entitlement funds, PLHA allocations and other state grants. Christine Weigert, SHRA, described revenues and program priorities and said the county and city partnership agreement goals were achieved ahead of schedule.
Weigert told the board the County Housing Trust Fund Ordinance (nonresidential impact fees) has collected $33.1 million to date plus $25.2 million in loan repayments; $1.6 million was collected in 2024. The County Affordable Housing Ordinance (residential fee) has generated $28.7 million since 2015 plus $2.9 million in repayments; $5.1 million was collected in 2024.
SHRA reported it received a combined portion of PLHA allocations for 2023 and 2024 totaling $6.6 million, and the Local Housing Trust Fund awards totaled $2.9 million for 2024 (and $13.3 million awarded since 2020). SHRA also reported HOME entitlement funds of about $2.9 million in 2024 with $1.4 million in repayments.
Weigert said SHRA's funding priorities are (1) preserve at-risk affordable housing, (2) new construction and conversion for permanent supportive housing and homeless-first projects, (3) rehabilitation and preservation, and (4) workforce and other affordable units. The county'city partnership adopted in October 2023 set measurable targets of 30 permanent supportive housing units and 100 affordable housing units per year; SHRA reported 303 permanent supportive housing units and 1,102 affordable units created in 2024.
Siobhan Kattari, deputy county executive, said the city and county met the obligations of the five-year partnership agreement several years ahead of schedule but noted the agreement covers only a slice of broader homelessness and housing efforts.
