The finance committee reviewed funding for outside nonprofit organizations for fiscal year 2025‑26 and approved continuing the historic policy of allocating the equivalent of one‑third of one cent of the tax rate to outside agency funding, which staff said equals $465,804 for the coming fiscal year.
Budget Performance Director Steven Heuerlich explained the historic policy and noted that, in some years, American Rescue Plan Act (ARPA) funds have been used to supplement nonprofit requests; he said the remaining ARPA‑era balance available for such uses is $154,984. The committee’s motion and vote pertained only to the outside agency funding tied to the one‑third of a penny tax‑rate policy; separate uses of ARPA funds were discussed but not included in the motion.
Mayor Pro Tem Bridal Moore and other committee members noted the difficult decisions involved in directing limited funds among many applicants. Moore specifically referenced a High Point Public Schools Partnership request and a group that works on eviction notices (staff said they primarily operate out of Greensboro but serve High Point); Moore said committee members had asked staff to address several items related to eviction notices and renewal and that those matters will be taken up separately.
A motion to approve the allocation of $465,804 under the established policy was made, seconded and passed.
